The aim of this article is to stimulate the discussion on how to conceptualize the future design possibilities to better assure the probability of "save water for all". The proposal comes from practice and is not limited to specific geographic areas.

FIRST SECTION

Institutional support can be distinguished on one side from the engineering, and on the other side from the economic paradigm.

If applied with the intention of delivery, i.e. based on management and not just on knowledge sharing, the concept has a chance to become itself a relevant institution at the local level in order to design equitable and sustainable water allocation.

We call this concept "Water Use Master Plan" or WUMP.
