Mission/Mandate
The task of the Joint Finnish-Russian Commission on the Utilization of Frontier Waters (hereafter the Commission) is to deal with undertakings that may have a bearing on transboundary watercourses. The Commission handles all kinds of measures which may have a transboundary impact and it also supervises and monitors the transboundary watercourses. Contracting parties can empower the Commission with a mandate to arbitrate on an agreement or give an advisory opinion. Decisions are made unanimously and are binding on both sides. If the Commission cannot reach mutual understanding it conveys the issue to the government of both parties. So far this has not yet occured. The Commission usually issues a statement to the national authorities when a case is under deliberation.
