Official WHO Definition

A public notice issued by provincial or local health authority via broadcast media that informs users of a public water system that their drinking water is, or potentially is, unsafe microbiologically and that the drinking water should be boiled before use. To kill water pathogens, water should be brought to a rolling boil for 1 minute and then allowed to cool (protected from further contamination) before consumption.
