Evaluation is a process of determining systematically and objectively the relevance, efficiency, effectiveness and impact of activities in the light of their objectives. It encompasses the gathering of information, including but not only those obtained by monitoring, and the use of such information to make judgements and take informed decisions about some or all of the aspects of a given process. While monitoring is a continuous process, evaluation is a task that takes place at critical times in a given process.
