The Assembly is made up of all the countries participating in the GEF. It meets every three years to review the policies and operations and make decisions on amendments to the GEF Instrument. Any country may participate, although there is an expectation that richer countries will make some form of financial contribution. In 1999, the GEF had 165 members. The first Assembly was held in New Delhi in April 1998. (Instrument, paras. 13-14)
