The Council is the GEF’s main governing body. It meets twice annually functioning as an independent board of directors, with primary responsibility for developing, adopting, and evaluating GEF programs. It makes decisions on policy and operations matters, taking into account the reviews of the [[GEF-Assembly]]. It follows the guidance of the [[Conference of the Parties(CoP)]] of the biodiversity and climate conventions and cooperates with the COP of the [[Montreal Protocol]]. Of its 32 members, 16 come from developing countries, 14 from developed countries, and 2 from central and eastern European and the former USSR countries.
