UNDP GoAL WaSH stands for UNDP's programme on Governance, Advocacy and Leadership for Water, Sanitation and Hygiene, an initiative to scale up water and sanitation services for the poor.


The GoAL WaSH Project in El Salvador

Scope of the Project

El Salvador is the only Central American country with a trend very close to a situation of water stress. Due to social and economic development, water demand is steadily increasing , resulting in significant pressure on the water resource. Additionally, the situation is further exacerbated by rapid deforestation that limits the ability to recharge aquifers, pollution due to farming practices, inadequate solid waste management of industrial and residential sectors, and untreated discharges of waste water thataffect surface sources.

The Government of El Salvador has initiated the National Water Reform, with the support of the Stockholm International Water Institute (SIWI) through the UNDP Water Governance Facility. The project is implemented together with the UNDP El Salvador office. The main objective of the project is to contribute to improved governance in the water sector and the water and sanitation sub sector, through the creation of a new legal and institutional framework and political dialogue to ensure the universal access to water and sanitation.

The Challenges Addressed

The delay in the modernization of the regulatory framework of the water sector increases the problems of sustainability of services and the instability of the investment needed to ensure safe and equitable access to water.

The project has implemented a series of processes of governance and mechanisms, ranging from institutional strengthening to the creation of legal frameworks and the establishment of dialogues.

The Approach

  • Creation and consolidation of a Cabinet of Water composed by government officials at the highest level within the sector
  • Establishment and consolidation of a National Technical Committee with 13 governmental water related organizations , must notably the Ministry of Environment and Natural Resources (MARN), the National Water and Sewerage Office(ANDA), the Local Investment Fund for Local Development (FISDL) and the Ministry of Agriculture (MAG)
  • Follow up of the water legislation policy dialogue at the inter-institutional level. The efforts were concentrated (with the Ministry of Environment and Natural Resources), around the formulation and presentation of the Draft of General Water Law to the Legislative Assembly. This law establishes a new institutional and regulation order to guarantee both coverage and sustainability
  • The elaboration of the Draft of Water and Sanitation Law and Policy
  • The elaboration of the Draft of Law and Policy for Water for Agricultural, Livestock and Aquaculture use
  • Consultation and coordination with civil society organizations, private companies and universities, to have an exchange of views, statements and agreements
  • An awareness campaign at local level to promote governance models in water and sanitation issues and at national level, to inform about the National Water Reform

The Achievements

  • The Legislative Assembly is reviewing and is partially approving the Draft of General Water Law. This is a very important progress in the country, because this is the first time that a Draft of Law is close to being approved
  • The appropriation of The Technical Secretariat of the Presidency (STP) and Ministry of Environment and Natural Resources as the leaders in the National Water Reform
  • The dialog and consolidation of efforts of civil society, government, private sector and academic sector to reach the transformation of the Water sector in El Salvador
