UNDP GoAL WaSH stands for UNDP's programme on Governance, Advocacy and Leadership for Water, Sanitation and Hygiene, an initiative to scale up water and sanitation services for the poor.

The GoAL WaSH Project in Mongolia

Scope of the Project

The GoAL WaSH project in Mongolia aims to improve water and sanitation governance and living conditions of the Mongolian people, through providing support to strengthen the coordination mechanism and improving water resources management.

The Challenges Addressed

The water governance situation in Mongolia is caracterized by fragmentation and lack of coordination. In addition, there are massive regional disparities and a lack of both governance capacity and legal framework that address the concerns of the rural water supply and sanitation sector.

The Actions

  • To conduct a study on improved coordination mechanisms and a needs assessment of institutional capacity for water and sanitation management;
  • Assisting the Government of Mongolia in the preparation of water strategies, standards and regulations;
  • Assisting the Government of Mongolia to meet the Millenium Development Goals;
  • To develop data base on water and sanitation service coverage;
  • To promote site-specific, innovative and cost-effective technologies for water use and wastewater treatment

The Achievements

A national standard on small-scale wastewater facilities is developed and approved by the Mongolian government. In addition, the following new ISO and EN standards has been developed:

1. MNS EN 12255:1 General construction principles;

2. MNS EN 12255:4 Primary settlement;

3. MNS EN 12255:6 Activated sludge processes;

4. MNS EN 12255:7 Biological fixed-film reactors;

5. MNS EN 12255:10 Safety principles; and

6. MNS EN 12255:11 General data required;

7. ISO 24511 Activities relating to drinking water and wastewater services – Guidelines for the management of wastewater utilities and for the assessment of wastewater services;

8. ISO 24512 Activities relating to drinking water and wastewater services – Guidelines for the management of drinking water services

The Road Map to MDG 7, Target 16 on Water Supply and Sanitation, was adopted by the government of Mongolia, and a national integrated database containing all relevant data on the water and sanitation service provision has been established at the Ministry of Road, Transport, Construction and Urban Development; http://watsan.mcud.gov.mn/

An album on monotype design drawings for small-scale wastewater treatment facilities was developed and published to raise public awareness. The album offers a broad range of decentralized wastewater solutions that are applicable and cost effective.
