It should be noted that the major accomplishment of UNDP project was interfering in ongoing reforms to redirect the policy from focusing on construction and reconstruction of existing water infrastructure such as irrigation and public utility facilities to targeting the specific needs of each basin, including affordability and quality of water supply services. Here, it is interesting to learn about the outcomes of the project based on the recently surveys (check http://www.voda.kz for more information). In particular, in 2007 the staff capacity of the Committee for Water Resources was increased by 10 staff to ensure more productive work on water supply and sanitation issues. It is also important to look at the sequence of project activities and used approaches, including “soft” assistance on the part of UNDP and contribution of other UNDP projects as part of the MDG strategy. In particular, water issues were part of the project that support local authorities in South Kazakhstan oblast in developing territorial development strategy.
