Summary

The relationship between energy services and development outcomes is complex and influenced by many factors - social, economic, and environmental conditions and capacity at individual, institutional,local, and national levels. An improved understanding about the factors shaping the relationship between energy services and development outcomes can significantly contribute to the design of better policies and programmes.Yet, to date, few attempts have been made to codify relevant fieldlevel data and experiences.

This report reviews experiences of the multifunctional platform project in Mali and documents how modern energy services affect people’s lives in terms of income, education, and rural women’s status and health. In addition to showing on-theground evidence, this report presents analytical insights into key factors affecting the relationship between energy services and development outcomes. The analysis derived from field studies conducted between mid-2001 and early 2002 that evaluated data and documents available through the project management unit in Mali.

This study also assesses the relevance of the multifunctional platform concept to larger national/regional development policies and frameworks on energy for poverty reduction in Africa.
