Utilities that operate water and sewerage networks, the vast majority of which are operated by national, regional or local government departments or by publicly owned companies. The term also includes small-scale water and sanitation services (such as wells, standpipes or public toilets) that entrepreneurs, civil society organisations or community organisations normally operate. It also includes government departments that provide information and assistance to small-scale providers and households on sanitation and hygiene.
