Description

Currently, utility services, in particular electricity, gas and water are a drag on the economy in Tajikistan due to significant operational inefficiencies, low prices and, in the case of gas, import burden. Recognizing these issues, the Government has planned for reforms in the utilities sector in its PRSP. Some steps have already been taken. The entire electricity network of Gorno Badakshan Autonomous oblast has been given out to a private sector operator under a 25-year concession; and the dushanbe water suply network has been given to a private sector operator under a Management Contract. Nevertheless, further reform needs to be designed and implemented and the ESW will focus on identifying the additional reform measures needed and in analyzing the impact of such reforms.
